Platinum Lined Solutions is the independent practice of Keith Velilla, an Oracle HCM Benefits specialist who has spent his entire career, since 2008, inside the machinery of enterprise benefits: eligibility, enrollment, rates, formulas, carrier files, and the enrollment windows where all of it either works or very publicly doesn't.

The through-line: benefits is where HR meets money meets regulation meets deadline. It rewards exactness. This practice was built on that reward.

2008 – 2013

The Advanced Benefits era Benefits administration at scale for some of the most complex Oracle Advanced Benefits environments in the world: tens of thousands of formulas, multi-million-participant Open Enrollments, and the IRS / HIPAA / COBRA / ACA machinery underneath them.

2013 – 2019

Cloud implementations & managed-services leadership Benefits lead on full Oracle Cloud implementations; then practice leadership: building and running managed-services organizations as chief architect, where the discipline of ticketed, evidenced, SLA-bound delivery became the method this practice still runs on.

2019 – 2021

Oracle Corporation Senior Cloud Manager at Oracle itself: multi-country HCM delivery from inside the vendor, which is where you learn the difference between what the documentation says and what the product does.

2021 – 2023

Practice leadership, again Managed-services practice head and chief architect, the second time building a support organization from the ground up, this time with the playbook already written.

2023 – now

Independent: Platinum Lined Solutions Solo by design: every engagement gets the principal, not a bench. Roughly fifty Cloud Open Enrollments in. Since 2024, the practice has also engineered its own agentic delivery system (the instrument described on the front page), letting one practitioner operate with the throughput of a team, without the telephone game.

Current Oracle certifications include Benefits Cloud Implementation Specialist (recertified 2025), AI Agent Studio Developer & Foundations (2025), and OCI Foundations.
